1. Caps Lock is on

9. Administrator account

Enter your user account name or only Administrator if you are using an administrator account under ‘Enter the object name to select’. Then click Check Names and then OK.
Select ‘Replace owner on subcontainers and objects’ and click Apply and then OK.
You should now be able to access the Ngc folder. Open it and delete everything in it, not the folder itself. You should be able to create a new PIN.
12. Group Policy Editor
Open Group Policy Editor from the Start menu. Go to the folder path below. Only available for Windows Home users. Administrative Templates> System> Login
Double-click on ‘Enable comfort PIN’ on the right and on Enabled here. Save everything and exit. Check if the Windows 10 PIN still doesn’t work for you.
